<description>&lt;p&gt;What right does the city, state or Federal government have to tell a business or an individual at a private residence they can&apos;t have a door or window open? I&apos;m baffled by this.  Any restaurant or bar that has French windows will need to keep them shut too. 

There are more important matters to be concerned within the City!&lt;/p&gt;</description>
