If you really care about the poor, you lift them from their poverty. The very fact that there are so many poor people suggests that Bloomberg is at best, ambivalent towards the poor. On one hand, they're always useful as a backdrop to more pleas for federal funding or programs that help swell the city budget. On the other hand, they just get in the way of his utopian supercolony of millionaire condos and clean, safe millionaire streets. That many poor people like him matters about as much as if they hated his guts.

If you make less than $30,000 per year and you live in New York City, you're probably not eating regularly or sleeping indoors. That would account for all of those poor deluded souls, God bless 'em. Bloomberg couldn't give a shit about you, and he'd tell you himself, but he doesn't really give a shit.

Bloomberg actually proposed a plan to generate large amounts of money for mass transit, which is how poor New Yorkers get around. Whether or not he subjectively "cares" about poor New Yorkers, he objectively seems to be trying to help out.
