What a different five years makes: The NY Times shares some interesting data on how Mayor Bloomberg has convinced low-earning New Yorkers he cares about them.
The Times compares data between surveys in 2003, 2004, two in 2005, and 2008 and finds a growing trend that more people earning $30,000 or less believe Mayor Bloomberg "cares about the needs and problems of people like yourself." Back in 2003, only 25% felt like he cared "a lot" or "some" but now that number has grown to 58%.
It's unclear how he's made it happen, since he sometimes, notably doesn't seem to exhibit empathy, though maybe that's what people like--some people tells the Times they like his "attitude" (no nonsense?). Others say he's doing a lot for education (though it's unclear whether those gains really exist). And they don't even mind that he's got many, many billions! Columbia University historian Alan Brinkley said, "He almost seems not to care very much about what people think of him, which in a way is admirable. I would not say that about Bloomberg now although I still think he does not behave like a typical, ingratiating politician. In many ways, that may be a reason for his great success.”

Bloomberg actually proposed a plan to generate large amounts of money for mass transit, which is how poor New Yorkers get around. Whether or not he subjectively "cares" about poor New Yorkers, he objectively seems to be trying to help out.
It's simple: Most people are moronic sheep who have a faith-based system of knowledge. If they believe a thing enough times, it magically becomes true.
Further evidence that poor people are poor for a reason. George bush may not like like black people, but Mike does like any of us.

If you make less than $30,000 per year and you live in New York City, you're probably not eating regularly or sleeping indoors. That would account for all of those poor deluded souls, God bless 'em. Bloomberg couldn't give a shit about you, and he'd tell you himself, but he doesn't really give a shit.
If you really care about the poor, you lift them from their poverty. The very fact that there are so many poor people suggests that Bloomberg is at best, ambivalent towards the poor. On one hand, they're always useful as a backdrop to more pleas for federal funding or programs that help swell the city budget. On the other hand, they just get in the way of his utopian supercolony of millionaire condos and clean, safe millionaire streets. That many poor people like him matters about as much as if they hated his guts.
