Obviously, they're enemy combatants. Send them off to Guantanamo. Actually, I'd be more impressed if they were at the base of a tower rather than the end of the bridge.

Did you guys watch planet earth? some of those mountain billy goats jumped like 20 feet in the air from a standing position up jaggy cliffs. This verazzano bridge restricted area wouldn't be a biggie for em.
