putting cops discreetly riding around on bicycles would probably work a lot better than national guard in hummers rolling down the streets

Smith should have taken a different tack in his rhetoric. He should have announced that the rapist was a skinny hippie riding a bike. That would certainly get NYPD's attention.

"..state troopers and perhaps the national guard.." Talk about an overreaction. Lets save those guys for emergencies such as a natural disaster or a nuclear war. But the cops do need to get off their asses and catch these pervs.
