Cop Pauses Beating to Take Call in New Brutality Video

073108cop.jpgToday’s police brutality video comes via a security camera that caught an NYPD officer beating a handcuffed Army vet. The Daily News has a description of the July 18th attack, but the video isn’t on line… yet. According to police sources, the officer (not pictured here) paused for 90 seconds during the beating to take a call on his cell phone, and then resumed “smashing the man with his baton.”

The recipient of the alleged beatdown, Walter Harvin, says officers stopped him as he tried to enter the DeHostos Apartment on W. 93rd Street, where his mother lives.

As I walked into the elevator he grabbed my arm. That's when I pushed him. I was on the floor and he kept beating me with the stick. He sprayed me with Mace. While I was on the floor, he handcuffed me. I don't remember too much about it.
Harvin, who was discharged from the Army in 2004 for post-traumatic stress disorder, was charged with assault and resisting arrest; the officer, 43-year-old David London, was stripped of his gun and badge pending an investigation. A source tells the News that Officer London took the cell phone call only because it was an emergency. [Insert donut shortage joke here.]

So when I saw this story, I said to myself, I bet that asshole Deca will come out with more pro-brutality rubbish. And sure enough, there it is. Otherwise, I couldn't give a shit about you.

"You are not supposed to beat a man once he is cuffed, but the video shows the [suspect] down on the ground, cuffed. They even stand him up in the corner and beat him with the [baton] some more," said a police source familiar with the security video.

How do you know this guy getting beat wasn't just touching little kids on the playground? How do you know he didn't spit on the officer? I have seen many a tune up administered and most of them were deserved.
Repeat offenders don't fear jail the way the average citizen does. It isn't punishment to them. It's just another day to them. They aren't going to be disgraced. They aren't going to face a fine or have their wife leave them. Pain is the only punishment you can inflict on a career criminal.
I'm not saying it's right or should be condoned, but until you spend some time dealing with these animals you will never understand the motivation. This officer at 43 is no hot headed rookie; I'd like to hear his side of the story.

As a former vet all I can think is that maybe this is some subconscious resentment from the officers. I mean, we know the majority of them didn't have the balls to enlist even though they thought of themselves as 'hard assed' military types. In a way he's trying to beat himself. "Damn you! You are such a coward! You are so weak! So weak!"

#13, you such a fucking moron. What makes you assert that this guy is a "repeat offender" and an "animal?" You obviously did not even read the story. And, there is no justification for "administering a tune up." You are the animal. Please go get hit by bus now, like the filthy rat you are.

Think of what will happen when all those guys in Iraq come home. Half will be struggling to reintegrate, the other half will apply for the police force. All may have some form of PTSD. It won't be pretty.

In defense of this alleged victim, no where in the story does it state he is a repeat offender.

I'm assuming the DeHostos Houses are a drug infested housing project. The majority of the residents are poor, but decent people, many of whom are hardworking people. I acknowledge that, unlike most of the liberals here who demonize the working poor.

The police need to administer a firm hand in dealing with the violent element of those projects. The goal is to have a place where children can play free from drugs, where there isn't random violence etc.

Unfortunately, to keep the drug element out, the police need to see who belongs there, and who doesn't. What appears to happen is that the Officers asked this gentleman to produce some ID, and he refused. Something ensues, which the video will clear up, and this gentleman was on the receiving end of an attitude adjustment.

The video will clear up everything, since it's a security camera that apparently captured the whole incident.

Just don't rush to conclusions, and spout anti-cop sentiments. It's the police and the good people of those gentrified neighborhoods that allowed you hipsters from Ohio to settle in places like the Lower East Side, Williamsbug, DUMBO, etc. Don't you libs forget that.

finally, I've always wondered why there is a slight resentment towards Veterans from the NYPD.
even though Kelly was a Marine and many of these LI cops benefited from previous Veteran entitlement programs after the War.

I think most folks across the political spectrum would not appreciate an unprovoked beatdown by a cop.

Wrong. In our system, the courts administer punishment, not the police. It's that simple.

Totally irrelevant. Police officers' job is to take the suspect into custody, not to determine guilt or inflict punishment. They aren't vigilantes.

Politiburo, those blogs are too neocon for me. I'm more at home on Mish's Global Economic Analysis, Tanta's Calculated Risk, Roubini's blog, Market Ticker, Lew Rockwell, etc. FreeRepublic has it's nice points, but it's too infested with neocons.

The farce that is "New York's Finest" just gets better with each passing day. I think they should launch a new reality show just with NY cops. They can call it NYPD Black & Blue.

If it's true that the suspect was cuffed and calm enough for the cop to take a call on his cell phone then what excuse could there be to club him more when the call was done? Seriously.

I read Jack Welch applied a 10% rule while running GE. 10% of the companies employees are stars, 80% are worker Bees and 10% are no good and should be replaced each year.

I apply that 10% rule to all groups, cops, politicians, CM riders, clergy, plumbers, lawyers etc. My rule works like this: At least 10% of all groups are absolute idiots, and when you have a large group that means these idiots can drastically impact the public’s opinion of said group. When these 10%ers behave like idiots it gets attention, after all no one reports when a plane lands safely. Is it fair, I can't say, but the silver lining is that other 90%.

So lets look at the NYPD, almost 40,000 cops. That means 4,000 bad cops who shouldn't be on the job. This minority can have a drastic impact on their peers and the public opinion of the NYPD. Some would call it a “Blue Wall of Silence”, but I also think it is fair for them to be loyal, like a team. In many cases it is clear what is morally right, but acting the right way can be hard especially when older senior officers have, perhaps, dated attitudes toward what civil law enforcement should be (I know the CM cop was a rookie, but it is a family business). Same goes for CM, 1000 riders. That means 100 idiots.

It isn't us against all of them, just some.

Anyway it is something I think about when reading stories like this one and the others this week. Maybe I'm naive, but it helps keep the hopelessness at bay. I do have exceptions, some groups, like say the Nazis and hit-men rise to the 100% BAD level.

There are 8,000,000 New Yorkers, that means 800,000 idiots. The chance that one will ruin your day, if you let them, is pretty high. Don’t let them.

bottom line on this one is that it doesn't matter if harvin is the devil himself - the instant that nightstick touches a person in handcuffs....deal's off and we know we have a yellow dog on our hands.
