So if a guy kills someone with a gun and gets away with it he can then trade in that gun a few years later and the cops will pay him 200 bucks for it? Am I missing something here?

Agreed, I imagine the positive effect on crime will be somewhere between absolutely none and next to nothing.

Its a good program to get guns that people have stored, but it will probably have a minimal affect on the guns that criminals use.
