If I were the state I would see if any Serbian officials had unpaid parking tickets or what have you and go after the Serbian gov that way. They'll just claim diplomatic immunity. What makes this story worse is that the assistant consul got off, as well. If not for DI, he could have been charged with aiding and abetting a fugitive.
