Cops need a tip? Here's a tip, NYPD -- look for a black guy, around 17-21, high school dropout, father in prison, calls his mom by her first name and his grandmother mom, has 44 prior arrests totaling around 90 days in jail, walks with his pants down around his knees, baseball cap at a 30 degree angle, maybe a gold tooth or two, and his friends call him some kind of street name with a hyphen in it. And don't bother looking him up by voter registration rolls or tax receipts. His birth certificate and his arrest sheet, that's all you'll have to know that he's alive. Now go.
