Car use in the city is for the most part discretionary. Only a minority really, desperately need a car. But people will never give them up. We need $10 per gallon gas.&lt;/p&gt;</description>

In NYC you need to be 17 to drive alone.

At 16 you need to be with your parent or guardian (who&apos;s a minimum of 21 with a valid license for that vehicle) and the vehicle must have dual brakes.
