The statement "sentenced to 20 years in jail" is wrong and impossible. If a person is convicted of a crime (or pleads guilty)and is sentenced to a year or more they do the time in a prison, not jail. If less than a year they do the time in a jail. Also, if a person is arrested and not yet tried they remain in jail awaiting trial. Or, if eventually convicted (or plead guilty)they remain in jail until sentenced. That's the difference between "jail" and "prison." So, because this wacko was sentenced to 20 years, he's doing his time in a prison.
