I'm with the "78? What's the point?" crowd. Mine is set at 70, but it's just a small window A/C so it's not using that much juice.

I don't drive, I use mass transit and I don't smoke. I'm cooling the room so I can sleep to about 70 or 72 degrees. The Japanese can do what they like. www.forgotten-ny.com

You guys are so wasteful. The recommended lowest thermostat setting in Japan for public buildings is 28C, which is 82.4F. If 78F is uncomfortable to you, you to lose some body fat, or go out and sweat a little first. Come back in, take a nice cold shower and it won't feel as bad anymore. Also, you can also wear less clothing...

Saying to put the AC no lower than 78 is like in the winter saying don't put the heat higher than 60. AC and Heat should set somewhere between 67-70.
