Wouldn't those offering the bribes also be subject to ARREST immediately? Did you forget to write about this development? or do crane owners have permission to offer bribes in NY?

Possibly. I highly doubt that his bribe-taking was all revealed and a whole case put together since the most recent crane collapse. This kind of case takes a while to put together and it makes sense that DOI would have been working it for quite some time prior to the recent collapses. Further investigation into the most recent collapse will show if there was any link between this guy and the series of events that led to the poorly repaired turntable being put back into service.

Delayo's actions allegedly had nothing to do with last week's East 91st Street crane collapse or the March 15 crane collapse at East 51 Street... and this is just a coincidence?

wasn't there a poster here who mentions bribes in this agency? I really thought they curbed it because of all the changes the previous commissioner made. guess one has to go higher up for the bribes and not the lower level clerical type workers.

wait, don't the DOB have their own investigatory section? why didn't they look into this in their own dept.? and, the tampering with license exams, I'm SHOCKED. they should give an exam on catcalls and racial slurs.
