"Voodoo" Actuary's Work for State Scrutinized by City

2008_06_voodoo.jpgLast month, the NY Times found that an actuarial consultant who reviewed legislation pending in the State Legislature also had financial ties to labor unions. The consultant, whose expertise was used to examine the financial impact of bills (like retirement, pension benefit bills), even admitted he skewed his analysis to support unions. Now, the city has found the consultant's work underestimated costs by $500 million.

The Times reports the independent actuary and Mayor Bloomberg's office found that "11 of the more than 50 bills vetted by Mr. Schwartz that have become law since 2000 will result in" approximately $60 million of additional costs Jonathan Schwartz, who had recently projected costs associated with union-backed bills regarding NYC pensions, told the Times last month his work was "a step above voodoo."

Schwartz said when he was an actuary for the city, he would make "things look as expensive as possible. As consultant for the unions, I go to the part of the range that makes things as cheap as possible, but I never knowingly go out of the range.” Bloomberg's spokesman said, “What is increasingly clear is that the city has been saddled with tens of millions of dollars in hidden costs due to Albany’s broken process."

How broken? Well, in the first Times article (May 16), Assemblyman Peter J. Abbate Jr. (D-Brooklyn), who sponsored a union-backed bill, acknowledged, "[The union] drew up the bill; they went to Jonathan Schwartz...We assume he comes up with the real number. He was hired by them." Yeah, screw checks and balances!

This story makes me so angry--what are lawmakers doing, just accepting the facts as presented by knowingly biased parties? Jeez!

becasue, dear, Math is hard, and actuarial science is even harder, and the people who are actually responsible lack the intellectual firepower to deal with it.

i have a bs in actuarial science so i'm really getting a kick out of these replies...

yeas, this is strictly about getting what someone wants now and not considering anything or anyone else. This is prevalent everywhere, til it gets uncovered, if it gets uncovered. That's why the whole system is going to come to a screeching hault, cause the reality is that there's nothing left. The moneys gone, the oil's gone, and now we riot.

@twakum Actuarial science may be hard, but these people go to school for this stuff and take tests and are really well paid for doing their jobs. That said, of course the guy is going to use the high range and low range depending on who he's working for at the time.

Yes, actuaries are smart, thats not my point. Its the political idiots on the board, mostly math-deprived lawyers, who lack the brain power to deal with this.

A fiduciary duty is the highest standard of care at either equity or law. A fiduciary is expected to be extremely loyal to the person to whom he owes the duty (the "principal"): he must not put his personal interests before the duty, and must not profit from his position as a fiduciary, unless the principal consents.
Mr. Schwartz didn't provide his employers the highest level of care. He royally screwed them (and all taxpayers) over for his personal interests. He should be sued ,lose his license and pick up cans for a living since he showed he cannot be trusted to do any responsible work. I can only hope other work done by consultants for Albany or City Hall will be questioned in the future.

what a scumbag the guy is, he should be strung up by his balls.
