<description>&lt;p&gt;i see a big problem with it. it puts these individuals in direct control of city money that they were not intended to control in this manner. who knows what kind of shady backroom stuff goes on in the distribution of this money. not to mention that contributing to fake groups with city money is certainly fraud. its just another example of elected officials thinking they are above the law.&lt;/p&gt;</description>
