First, they should make suicide legal. Then they should make sure that every person locked up was provided with a strong piece of rope and place to tie it, providing them with the option to chose to do the right thing. Make sure a high def camera is rolling at all times to capture whatever portion of criminals decide to off themselves, to prevent families from alleging someone else actually killed the person. If just 5% of these guys decided to kill themselves, we would save a LOT of money in prosecution, housing, etc.
