Given the number of people who are dumb, selfish a-holes, I'm surprised this doesn't happen more often. I know how to stop this man from attempting to drive and killing people next time: they don't have cars in prison.

What's to keep drivers with suspended licenses from driving? A concern for others' safety, respect for the law, the easy availability of mass transit in NYC, the willingness not to be a complete inconsiderate a-hole. Whoops! That last one's the insurmountable barrier for some people.
