i want to laugh at 'transit grinder' but come on, this guy was eligible for institutionalization and a judge paroled him? sounds like the judge needs to be institutionalized.

Is it cheaper to be "intensely monitored" for your lifetime than incarcerated? Only if the intense monitoring fades after a while, I suppose. And no free meals and showers.
