The 2nd picture was taken from a strange angle. At first glance it looks like a veiny penis is reaching towards McCain from behind the counter. Yet one can tell from McCain's dismissive hand gesture and stern face that he is not amused. So he simply throws money at it in the hopes that is will go away. His aides, on the other hand, are all smiles at the proffered penis.

eh, I don't see reason to criticize other than his reaching SO far over the counter to pay the $20. Seems unsanitary. The person taking the money is handling cash and isn't wearing gloves, so hopefully isn't handling the food also.
