Why not combine the Javits idea with Moynihan? Penn Station isn't all that far away from Javits, and Philadelphia already has a combination train station-convention center-mall.

I hate it, I hate it I hate it. I hate the fucking strappy glassy shit on the ceiling. Why can't they try to at least ATTEMPT to give homage to the awesomeness that was the original Penn station. That place had so much character and its a city..no...national tragedy that it was torn down to build the garden...the fucking garden! The ugliest building in the city!

This will never transpire. It's a political football no one wants to really pay for. How many times have we heard of this sad homage to a colorful Senator that like his drink? My favorite Moynihan quote was on a call in show when someone asked him an investment question "If you had ten thousand dollars to invest and make a good profit with what would you do"? The Senator said "buy a hand engraved Italian Shot gun". I liked that.
