Sure, it wasn't illegal when he took it, but it shoudl have been. Baseball hid behind the players union in order to have teh inflated numbers they resulted in for players stats, in order to keep getting butts in the seats after the season ended in 1994. Everything that contributed to the growing re-popularity of the game helped, including looking the other way on getting tougher on steroids policies. Meanwhile, each other sport made small decisions to get behind new rules in the 90s, until they finally all agreed to have harsh penalties.
Considering they talked about bannign steroids for so long, and always encouraged kids to not take drugs....they make great role models!
