Just in time for last night's Republican debate, political website Politico broke a story claiming that former mayor Rudy Giuliani billed "obscured city agencies for tens of thousands of dollars in security expenses" for extra-marital Hamptons trips with future wife Judith Nathan.
When Giuliani would travel outside the city, he would be accompanied by a police detail. And if he stayed overnight, the police would also need lodging and other expenses taken care of. Politico reporter Ben Smith writes, "It’s also impossible to know whether the purpose of all the Hamptons trips was to see Nathan," but the suggestion is strong that the trips were to see Nathan, who had an apartment in Southampton - where many of the trips were, per credit card bills. Or, as the Daily News puts it, "It has been known since 2000 that then-Mayor Giuliani used his official, taxpayer-funded NYPD detail to escort him to weekend getaways at Nathan's Southampton condo as early as 1999, well before his marriage to Donna Hanover dissolved the following spring" - it's just that Giuliani's people would refuse to answer questions about it.
A city auditor first noticed $34,000 in travel expenses billed to the NYC Loft Board, and then further investigating revealed almost $145,000 in "non-local travel" billed to travel different small agencies in 2000 and then $400,000 was found billed to the office of the Assigned Counsel Plan, which the Post explains is the office that "assigns lawyers to destitute criminal suspects." Thanks to the Freedom of Information Law, Smith obtained a 2002 letter from City Comptroller William Thompson to Mayor Bloomberg, which notes the strange travel expenses and how Giuliani's office wouldn't give him any answers.
When the topic came up during last night's debate, Giulani said, "I had 24-hour security for the eight years that I was mayor. And they took care of me, and they put in their records, and they handled them in the way they handled them. I had nothing to do with the handling of their records, and they were handled, as far as I know, perfectly appropriately." Mmm-hmm. At any rate, the Rudy and Judi Show continues!
Update: Now ABC News is reporting/reminding everyone that Judi Nathan had her own NYPD security detail while Giuliani was dating her. A source who used to work for Giuliani told ABC News, "She used the PD as her personal taxi service." Giuliani has been saying the Politico story is a hit job.

Any Mayor has a security detail that must follow him wherever he goes. He's a regular person, and of course has a personal life. So if he goes anywhere, there's a cost for lodging and the travel, etc. That should not be what people are upset about.
Him using this time to cheat on his wife (Gotta be honest, I'd rather have Judi Nathan over Donna Hanover anyway), though not moral, is not illegal and shouldn't be too much of an issue with people in regards to the spending part.
The part that I don't understnad is why the costs were spread out among these other pieces. It doesn't look like there would really be anything to hide, which makes me think there might be still more to the story.
Also keep in mind that he doesn't sit there and choose where things are billed himself. He is not DIRECTLY responsible, as any politician, Republican or Democrat, wouldn't be.

What totally blows away Giuliani's excuse from the debate is this (from the Politico article):
When it's legitimate travel, it got billed to the correct place. But when he's sneaking around to see Judith Nathan, for some unknown reason, the costs are being dumped on remote agencies. Sure.
Giuliani would have us believe that it was merely coincidental that his secret trips were being secretly billed.

I'd say there was a pretty good chance that the 9/11 Whore didn't want anyone to know that he was using his security detail to zip out the Hamptons for a little howlin' Judilove. That's probably why it took a FOIA request for the Politico to get this.

What really irks me more than the fact that Rudy Giuliani may have misappropriated funds for his extra security while engaging in personal matters, is that he has the arrogance and temerity to suggest that his security is so much more important than yours or mine! Who do these people think they are? Perhaps a president is deserving of full time security but the Mayor of a city? Please. If he felt his security was in jeopardy, then let him spend his money to protect himself, especially within the context of his personal life. We are ALL expendable and no life is worth more than another on principle. This demonstrates the egotistical nature of this man. He leaves me with such a feeling of loathing I could never be convinced he is the person for the job of President of the US.
When elected officials serve the entire good of the people who elect them, don’t engage in kowtowing and graft for personal gain, then they can be deserving of extra protection if their continued presence in office serves the greater good and legitimate threats have been discerned.

Rolltide makes a valid point... 24/7 security is just that, and it's a legitimate use of tax dollars. So there was no crime here, per se. The issue comes when the taxpayers of NYC decide how they feel that their tax dollars were helping cover up his Hamptons jaunts to see Judi flat on her back with her legs in the air. So instead of just saying, my security came with me on the weekend, like it comes with me each and ever weekend, he's gotta squirrel away these costs by billing them to other agencies so no one will know.
I'm not shocked at his arrogance or immorality. But I admit I am shocked at the political ineptitude of all this.
And, just wondering, why is it that when anyone has to defend a GOPer it always starts with "Clinton did this!" rather than addressing the issue?
