[4] That's why God gave you two hands. Or at least that girl upstate a few months ago thought so, until she slammed head-on into a truck or tractor trailer, killing herself and all her friends.
This law will be toothless. NY has had such a law about talking on handheld phones for years but I can't go a few blocks without seeing some idiot driver on his or her phone. No cops ever pull them over.
