Hoboken is actually a city with a mayor-city council municipal government, commonly called in New Jersey as a "Faulkner Act" government.
The term town in New Jersey refers to a specific municipal government structure which is not found in Hoboken. It is also not like a town in sense used in New York or New England which are totally different things.
