Double the Trouble for Scofflaw Non-Scoopers

The Dept. of Sanitation has proposed doubling the fines for those who fail to pick up after their defecating dogs from $100 to $200. The Daily News reports that Sanitation Commissioner John Doherty said that since the introduction of the pooper scooper law in 1978, the city has been issuing about 1,000 fines annually. If only New Yorkers could be deputized to issue fines!

Doherty explained that the problem of errant dog waste on city sidewalks, streets, and parks has grown in recent years. He'll introduce the concept of doubled fines to the City Council in coming months. The state assembly passed a law in February allowing the New York City to raise fines on non-poop scoopers.

The announcement of stricter penalties for those who leave their dogs crap just lying where it is dropped comes on the heels of a move to crack down on those who dump residential trash in street trash receptacles. The City Council passed a bill yesterday to raise the fines for dumping anything other than common litter into street trash cans. Fines have been raised from $25 to $100, to $100 to $300 with a maximum penalty of $400 for repeat offenders.

Yes! Fine the lazy bastards! And deputizing citizens would be an amazing way to get more coverage. Since we can't throw the shit at the offenders (see crazy guy story from some time last year) at least we could fine them.

I think that's awesome! I'm a dog owner and walk my dog at least 3 times a day. There are soooooo many lazy people who sneak off without taking care of their pet's business and it's JUST PLAIN DISGUSTING, UNHEALTHY and GROSS. A few years ago my dog got Giardia which is an internal parasite. The vet said it came from my dog coming in contact with poop on the street that some asshole didn't pick up. I had to pay over $2,000 in tests to diagnose why my dog was puking and pooping blood. All because some asshole didn't pick up their's pet's business.

Each dog should submit a DNA sample with a recorded dog owner. Then, when each poop is found, they can match it back to the dog and fine the lazy owner. Fines should start at $500.

Wonder if Bloomberg's new scout patrol will get out of their golf carts to scout out poops. Doubt it.

BTW, just because it's raining out does NOT mean you are off the hook. It's amazing how many people in my neighborhood assume that a light sprinkle is enough to wash away their dog's poop.

Have dachsunds been out of favor in Manhattan - or is it just me? It seems like I've been seeing less of them, at least in the Gramercy Park area.

Cigarette butts are part of the stupid city ban. Buildings can't even have a smoking room so everyone has to smoke on the streets and only some buildings put out ashtrays.

NYC is better than Boston in that regard, though. It's impossible to find a street ashtray in Boston.

#14 & #16 - Walk your lazy asses over to a garbage can and put your butt in there after you extinguish it. Don't blame the ban for your ineptitude and/or slothfulness. On the other hand, if your emphysema is preventing you, then I have some pity for you.

That said, I have no problem with upping the fine to 200. Its already higher than that in just about every county surrounding NYC, the city should follow suit.

If you can't pick up your dog's shit, then you shouldn't own a dog.

if NYC wanted to be really green, we would find something to do with all this biodegradable dog poop other than putting it in plastic bags and letting it sit in a landfill for...forever.

#22- They sell biodegradable doggie poop baggies that dispense from little cases that attach to the leash. The best invention for dog owners ever!
Another problem with disposing dog poop is the absence of NYC garbage cans in some neighborhoods. When you try to dispose of the closed bag of poop, you have to sneak it into someone's garbage can at the risk of being shot at by a homeowner. Understandably, you don't want to take a bag of dog poop back inside your apartment no matter how well it's been sealed. We need to make it easier for people to abide the laws and we need more public garbage cans!!!

They don't enforce this law now. So people are going to be more diligent about this becuase the fine for being caught will be higher? Please. They don't enforce the cell phone while driving law either. What's with all these laws no one seems able to enforce? By putting a law in place you think you're going to stop people from being assholes? Think again. Maybe all those new congestion pricing cameras can help out with this.

Raising the fine is a good start, but it is nothing without enforcement. This is really a no win situation. These lazy, inconsiderate sidewalk shit stainers will always be around. It is one of those things you have to live with in New York. It sucks, but that is the reality and if you try to fight it, it will drive you mad. A lot of people litter, don't pick up after their dog, etc... This is our city; there is very little civic responsibility left.

I suggest you eliminate alternate side parking altogether and enforce neighborhood cleanup by the actual residents, people can sweep streets and sidewalks, it is not that hard, I do it all the time on my block. Then you take all of those parking enforcement agents and make them quality of life enforcement agents to protect pedestrians in NY. Have them enforce moving violations, aggressive driving, speeding, dog laws, etc... But it won't happen, there is too much money to be made on alternate side ticketing and it is too hard to catch someone leaving shit on a sidewalk.

Yeah switching it up some way resembling what #27 suggested would be a great idea.

It isn't that hard to figure out, getting parking tickets makes a normal person feel like a criminal. This whole moral obligation crap should be shifted over to picking up dog poo, cigs, gum, and garbage.

Cleaner city, responsible populace, etc.

and as far as needing to sweep the street... do it half as often. Use half as much fuel doing so, and combined with tighter waste enforcement it won't matter that it's done less often..

Animal Cruelty at best? please, you shouldn't judge without knowing. I have a very large and very active pit bull for 9 1/2 years and he's the farthest thing from living in cruel conditions. My first apartment in the city was almost 2,000 sf in midtown and he could run at full speed whenever he chose. Now I live in a much smaller apartment but I walk him at least 3 times a day still, I pay for someone to run him very hard at least once a week. I take him for 6 -7 hour walks every weekend. I take him out of the city all of the time to go swimming, hiking and running and there's a large dog run across the street. Don't judge when you don't know.
