For Now, Silver Jams Congestion Pricing's Path

Assembly Leader Sheldon Silver is putting his mark on the Mayor's congestion pricing plan by not doing anything. Today he said on the radio, "It's unlikely we [the Legislature] can take action within the next week," and then most of Albany has a recess starting June 21. Silver did suggest that the Assembly could discuss the matter when they come back in August,which is when a plan would need to be approved so the city can still get up to $500 million in general grants.

Earlier, Silver voiced concerns about whether congestion pricing would really help the environment; for instance, areas outside the congestion pricing zone have high incidence rates of childhood asthma - will their neighborhoods become more polluted with parked cars?

Bloomberg is no fan of Silver, especially after Silver helped kill the West Side Stadium, but he says that Silver "could not be more open" about hearing the city's pitch.

    if "they stayed home" nyc would cease to exist as we know it since that would imply all the business also left.

    Actually, a lot of the asthma rates in the city have been tied not to cars searching for parking but to neighborhoods near major expressways and gridlocked areas such as the LIE, entrance to the Midtown Tunnel, and the Cross Bronx expressway. Much of that traffic can be tied to people coming into the city. If they stayed home, there would be less pollution in the surrounding neighborhoods and hopefully less asthma.



    When Silver is up for reelection how about an ad that says "Sheldon Silver turned down $500 million in federal grant money that could have helped reduce pollution, traffic, and asthma." What a jerk.

    So basically Shelly's not getting a big enough cut of the profits here . While I don't agree with the current comp. of Bloomberg's plan for midtown . We all know that Shelly's not interested in the city as a whole, Just the rich folk me represents ! "At least it's not Joe Bruno this time"

    Shelly's got a point.

    The places where asthma is the worst is where all those who'll drive about trying to seek parking out of the zone {harlem, south bronx, long island city, parts of brooklyn near the subways, etc.}

    Many in the outer boroughs who NEED cars because of the lame public transportation (yeah, chicken and the egg) have spoken up .. saying it's a tax on them ... a whole 'nother bureaucracy will pop up to administer the whole shebang ... people will be lining up by the thousands to get exemptions - you think all the b-s about placards and special license plates is bad, wait until congestion pricing takes hold ...

    silver is joe bruno - two peas in an infected pod. you can thank the demise of rent control, as well as countless programs to benefit the city upon them. the state wields unbelievable power over the doings of nyc, and we have very little juice to fight back.

    No, Sheldon even hates his tiny district - just as with the repeal of the commuter tax, which cost the city $500M a year in revenue, he will screw his constituents and the city to protect his caucus - he's afraid of suburban Dem assmeblymembers taking a hit from voters if this passes. Notice the Brodsky is against it also.

    Pretty sure the parked ones don't cause that much pollution. It's the ones idling in traffic we have to be concerned about.
