even if we find more oil, it&apos;s going to be tough to get it to where it needs to go because we haven&apos;t built a refinery in 20, 25 years, 30 years.

Just because a new refinery has been built doesn&apos;t mean they haven&apos;t increased capacity at the existing ones.  They all have expanded or are expanding.
