<description>&lt;p&gt;Its a simple fail over system. It has nothing to do with adding more substations, replacing thousands of miles of old lines, etc. They are using what we currently have to better prevent blackouts (Which is good, don&apos;t get me wrong), but not upgrading for future capacity. &lt;/p&gt;</description>

<description>&lt;p&gt;#2 - Ummm...what you asked for is what they are doing.  They are upgrading the grid to prevent blackouts.  Would you rather that they spend billions on a solution that might not work?  It&apos;s called testing.  Without it, products don&apos;t work.&lt;/p&gt;</description>
