While 11-year-old Xochil Garcia is still being praised for her quick thinking and bravery after escaping and helping nab a man who tried to abduct her, some adults are upset at the law. Her parents, as well as City Councilman Peter Vallone Jr., are angry that the suspected kidnapper, Bernard Mutterperl, was set free on $25,000 bail.
According to court documents, 19-year-old Borough Park resident Mutterperl told the police "when he sees young girls, he has to go after them." Garcia's step-father Heriberto Rodriguez told the Daily News, "Obviously, this is something that we're concerned about, safety-wise. It's making me more nervous than her, to be honest. I don't know if he's going to be around. I don't know if he has any other intentions." Her parents also wonder why they weren't alerted that Mutterperl was free. Vallone, who chairs the City Council's Public Safety Committee, told the Post, "This is a very serious charge...The bail should have been very, very high," and said that Mutterperl's release is "potentially dangerous" and "a grave mistake by the judiciary."
Garcia says that she's not nervous about Mutterperl's release and emphasized that her Midwood apartment building was a "good place." And her fellow neighbors said they will work together to make sure the children are safe.

Did anyone ever think of getting this dude some treatment? If he "can't help going after" young girls, he has a serious compulsive problem and he needs mental help. I don't know what the clause in the law states, but he should be committed, not put away (at least until proven guilty).

Actually, it would be sociologically interesting if he turned out to be Hasidic.
Hypothesis: Repression is bad for you. The more obsessed a culture is with supressing adult sexuality, the more it produces pathological behaviors. Look at the Catholics, or the Islamic world.
But, we don't know whether he is Hasidic or not. And actually I think being a victim of abuse is one of the more common causes of abuse later.

I think it is already well known that pedophiles essentially can't be treated. They need children as much as we need food.
Bail is only for the purpose of ensuring the defendant returns for trial.
Murder suspects are sometimes freed on bail, if they're not considered flight risks. He is, after all, innocent until he is proven guilty.

Bail does not have to be cash. It can be anything worth the set bail figure. for instance, if the bail is set at $25,000, a car, a mortgage etc can be used.
Bail is like an insurance policy. If you're set free on bail and you show up for your trial you will get whatever you wagered back from the city, state or feds. On the contrary, if you skip out you lose the funds you used for bail.
In most cases bail money will be returned at the end of the trial, if all court appearances are made, no matter whether the person is found guilty or not guilty of the crime accused. [wikipedia].
The 19-year-old doesn't have to put up the bail. It can be anyone from a friend, a church or a family member.

only her word.. and as she says.."I was waiting and preparing for this to happen.." maybe she made her story up... she's not too young to think of it. And it's not the first time something like this has been made up.
Don't presume guilt by a media that loves "stories" like this.
