miss, you clearly don't live in my building (or any of the countless other buildings where people will just walk right in behind you and, more importantly, even if I don't let a person in one of the 100+ other tenants will). How do you change building-wide or neighborhood-wide behavior?

you just say 'sorry, we can't let you in' and make sure the door completely shuts. if the person is a harmless kind person then they will understand. and if they DON'T understand?... well, then you made the right move.
