<description>&lt;p&gt;The term &apos;The 400&apos; didn&apos;t refer to 400 families.  It referred to 400 people, the number who could fit into Mrs. Astor&apos;s ballroom. In other words, a very small and exclusive number of people.  400 families would not have been nearly as exclusive.
