Are the school bus companies still getting automatic no-bid contracts at higher rates. Or did that go out with term limits, and the City Council they used to own?

I recall that my middle school bus driver carried around 2 stacks of crime scene Polaroids with him. All pictures of dead people, usually decapitated and sometimes naked. He'd pass them out to the kids during the route so we could seem em. Good times.
