<description>&lt;p&gt;Rudy Giuliani wouldn&apos;t have been anywhere near the World Trade Center on 9/11 if he hadn&apos;t made the decision to locate his (approx.) $23 million specialized Emergency Command Center in the Trade Center.  His aides advised him against it since the Trade Center had been the target of a partially aborted terrorist bomb 1993 and was still a likely target.  After the planes hit, Giuliani and his (now-disgraced) Police Commissioner, Bernard Kerik, rushed from City Hall down to the Command Center at Trade Center.  The rest is history.

For once, the Rev. Al Sharpton got it right when he declared (in response to Guiliani&apos;s 9/11 leadership) that &quot;Bozo the clown could have brought the city together.&quot;&lt;/p&gt;</description>
