Sorry, but the grammatical errors are driving me crazy. I'm sure you meant to say "waxes philosophical", not "waxes". "Waxes" means "becomes", and as it stands the sentence makes no sense.

To be fair, "tax-paying immigrants" is not the proper term. "Non-citizen tax-paying immigrants" is correct. Currently, immigrants can absolutely vote--if they are naturalized citizens.

Pet peeve: "Could Care less" means "I do care! (there is room for me to care less)" Use "Couldn't care less" to mean "I care so little (i.e. not at all), that I *couldn't care less*"
