I would be nice to see more states have stricter laws governing the cruelty, abandonment & theft of animals. Have the offenders work at the animal shelters as a part of their punishment, put a few hundred innocent pets to death that will make an impact & change anyone.

Actually NYS still regards pets as property and they can seize them in order to satisfy a judgement. So the guy is not that far off base.
