Spitzer has hardly any muscle development but he also appears to have remarkably low body fat. In many ways that's good. If he started pumping some iron and eating a lot of protein he'd be able to add some serious muscle in no time flat. It's a hell of a lot easier to add muscle if you're skinny, than it is to cut fat and then add muscle, as you'll have to do if you're carrying some extra avoirdupois.
