<description>&lt;p&gt;The freaking Striped bass AGAIN!  We lost on  Westway over a fish nobody eats and that has miles on shore on both sides of the Hudson.  It is a fact that some environmental groups oppose any and all projects because doing so gives them power and puts in the news not because what they do helps the environment or HUMAN society at all.&lt;/p&gt;</description>

<description>&lt;p&gt;You guys might have included that dredging is not allowed &quot;after Nov. 1&quot; because the weater is usually cold by now.  You also might have included that the Intrepid&apos;s stern is sitting two feet higher than the bow and this is placing stress on the ship.  Maybe the environmental crowd would appreciate an artifical reef off the West Side?&lt;/p&gt;</description>

<description>&lt;p&gt;Clean Air Campaign may have a good point.  Does anyone remember the Westway proposal?  It was canceled because the Army Corps of Engineers determined that it would have a negative effect on the spawning of striped bass in the Hudson.

I suspect that the city or state will have to prepare an Environmental Impact Statement and the proposal will be subject to NEPA, SEQR and CEQR. &lt;/p&gt;</description>
