Elected, in a highly competitive citywide election, to a four-year term on the Board of Education of the Capital City of New York State. Unanimously elected Vice-President of the Board in January 2005 and ascended to the presidency when the position was vacated by a sudden resignation. Elected to a full term as President in January 2006. As the Board’s Chief Executive Officer, I directly oversee the Superintendent in managing a staff of more than 1,650 employees, inclusive of 900 teachers and 60 administrators, located in an urban educational system of 19 schools inclusive of 12 elementary schools, 3 middle schools, 2 high schools and several innovative alternative educational programs. In addition, As the School District’s Chief Fiscal Officer,   I review & provide final sign-off on critical documents related to the district’s day-to-day operations and financial well-being. Duties also include speaking for the Board, setting the Board agenda, presiding over meetings and exercising leadership of   the Board in performing its responsibilities that include, but are not limited to, establishing standards and goals for educational delivery; hiring and supervising a District Superintendent; determining the content of and managing a voter approved budget  of 168 million dollars; overseeing a facilities construction plan funded by a 185+ million dollar bond issue; determining the annual homestead & business tax levy; and overseeing the implementation of an academic curriculum for the educational uplifting of a diversified population of  approximately ten-thousand students, in a safe learning environment.

Manages a variety of HIV prevention and support services contracts. Serves as the Department’s point person for all interactions with contractors. Negotiates terms of contracts and performs all related programmatic, fiscal and administrative responsibilities. Assists contractors in providing services that are culturally and linguistically appropriate to the target audiences, in accordance with Department of Health standards, in a manner that ensures fiscal viability. Monitors contractors to ensure programs   are maintaining quality services in accordance with their contractual obligations and funding requirements. Prepares written reports to support contract management and to assist Bureau in carrying out its goals and objectives. Conducts site visits and prepares reports detailing findings, observations and recommending corrective actions. Maintains regular contact with contractors to keep updated on their concerns and issues as well as those of the communities being served.

Patient Safety Demonstration Project            

Designed a comparative study to assess methodological differences and similarities found in implementing evidenced-based processes of care to reduce the frequency of adverse occurrences in patient safety demonstration projects for three different codes in the New York Patient Occurrence Reporting & Tracking System (NYPORTS). This study was done in conjunction with the Department of Health's AHRQ funded Patient Safety Demonstration Project grant. The specific NYPORTS codes studied were: 401/402- New Acute Pulmonary Embolism (PE) / New Deep Vein Thrombosis (DVT); 604- Acute Myocardial Infarction; and 808- Post-operative Wound Infection requiring drainage or hospital admission within 30 days.

Participated in Patient Safety Conferences for the NYS Hospital industry sponsored by AHRQ and/or NYSDOH & developed a comprehensive evaluation tool thereof; participated in meetings of Demonstration Project Oversight Panels and conference calls related to the progress of each demonstration project; participated in field trips to hospitals to help identify the "best practices" and develop milestones for good NYPORTS reporters; and conducted literature searches related to the study area of each demonstration project and to changing organizational culture and other related issues for the comparative study.

Developed tools to collect comparative data and log barriers, similarities and differences across the three projects in specific areas including: the roles, behaviors and performances of Oversight Panels; interactions of primary players in demonstration project hospital groups; reporting processes; baseline establishment and verification; hiring and education/training of grant  staff; protocol development; introduction and implementation of intervention/prophylaxis; and data collection, analysis and evaluation. Prepared a Final Report for the federal government’s Agency for Healthcare Research and Quality (AHRQ).

Executive level leadership, management and policy development experience though shadowing senior management and regular participation in departmental leadership meetings of the same. Crafted and published revisions to the Article 28 CON application generated by the Public Health Council’s Character & Competence Workgroup which was chaired by the Director 
of Office of Health Systems Management (OHSM); related CON application revisions became effective on January 1. 1999.

Conceptualized, created, lead, managed and chaired the CON Application Revision Workgroup (CARW), consisting of 
representatives from ten (10) bureaus and five (5) divisions of the NYS Department of Health, OMH, OASAS and more than  fifty (50) executives and health professionals from trade organizations and facilities of the State’s health industry, to wholly revise, update and automate a more comprehensive “user friendly” CON application. This new automated application replaced a multiplicity of antiquated paper applications that had been in use since the mid 1980s for health facilities governed by Articles 28, 36 & 40 of Public Health Law and Article 7 of Social Service Law.  Designed and implemented a pilot test for the revised CON document. Completion of this work product achieved the Long Term Strategic Goal # 4 of the OHSM (electronic submission of CON applications and the full automation of CON process). The new form, developed by CARW with the consensus of the healthcare industry, became mandatory on January 1, 2004.  In the year 2004 alone, 350 hospitals, health centers, nursing homes and other health care facilities, licensed by the Public Health Council and/or the State Hospital Review & Planning Council, used the new application for the establishment of new facilities or the construction of enhancements to improve in New York State’s healthcare infrastructure totaling “2 billion” dollars. Regional Director & 
Federal Shortage Designation Specialist	January 1993 to December 1997

Robert Wood Johnson (RWJ) Foundation 				

Directed regional activities of a HRI Robert Wood Johnson “Practice Sights” Project.  This included research and analysis  of the health care systems resources of  Orange, Green, Delaware, Essex, Hamilton, Franklin and Schenectady counties to determine the current level of health services allocation and existing processes on care.  Prepared assessments of the County Plans developed by the County Health Departments; reviewed allocations made by the Office of Public Health, County Commissioner of Social Services and major health providers in each county.  Crafted strategic plans for primary care development for Orange, Greene, Delaware, Essex, Hamilton, Franklin and Schenectady counties. Efforts directly resulted in the formation of healthcare networks, the consolidation of resources and state grants to support health care development in Delaware, Greene and Orange counties.

Lead, managed and coordinated statewide analysis of local primary health resources to determine which communities were eligible for federal and state health personnel enhancement programs. Work in this area resulted in applications from more  than 35 medically underserved rural and inner city communities being submitted to the federal Office of Shortage Designation for Health Professional Shortage Area (HPSA) designation. Developed a new methodology for the allocation of the State’s Health personnel resources.  This methodology became state policy upon its adoption by the State Board of Regents in 1996.

Statewide Manager, National Health Service Corps 	          January 1984 to December 1992

Division of Planning, Policy and Resource Development 

Managed activities of the National Health Service Corps (NHSC) in New York State under a 16-year Cooperative Agreement with the U.S. Public Health Service before and after the passage of its 1990 NHSC Revitalization Act. Trained and oversaw the professional activities of program staff. Determined priorities for statewide health resource allocation based on analysis of health care needs and usage patterns. Presented the Department of Health viewpoint to other players in the health planning process e.g., the Health Systems Planning Agencies, local governments and worked with them to assure that regional needs were considered in the planning process.  Managed the federal and state processes for the placement of more than 800 primary care physicians in medically indigent, rural and inner-city, communities in New York State. Oversaw the monitoring of more than 300 medical practices and investigated more than 50 "practice failures" and made appropriate management recommendations to the federal government for action.

Executive responsibilities for a federally funded Education, Screening and Genetic Counseling Clinic located in Queens Hospital, including full management  of clinic with a  professional  staff of twelve (12) people. Duties included hiring and firing employees, staff supervision, determining the scope of work, evaluating employees, overseeing CDC lab inspection process, preparation of quarterly and annual reports to the federal government, development of the protocols for and implementing the delivery of the educational component to the general public and elementary & secondary schools and colleges in the five boroughs of New York City. Outreach efforts, which focused on health prevention education, reached more than 500,000 people over a five- year period. Also delivered program related testimony at public hearings including the New York State Senate and the President’s Domestic Council and prepared and managed analytical data related to health education, prevention, screening and counseling.

Directed and coordinated the political activities of 200 chapters of a National Civil Rights agency with a membership exceeding 200,000. Prepared testimonies and policy statements for conventions of national political parties, Congress and other national organizations. Wrote reports and prepared analysis of specific issues and problems concerning the quality of health care, educational equity and the economic well-being & the achievement of full human rights for at-risk minorities and indigent populations. Facilitated summit meetings with the CEOs of other National Civil Rights organizations. Assisted in the preparation of federal and state legislation and in crafting amicus curiae briefs for school desegregation cases that came before the United States Supreme Court. Facilitated meetings with officials at the highest level of the executive & legislative branches in the federal and state governments. Established Consultative NGO status for the agency with the Economic and Social Council of the United Nations; facilitated meeting with the UN Secretary General; and attended the annual meeting of African heads of state in the Organization of African Unity (OAU). Replied on major national television networks (CBS, NBC & ABC) to editorial statements regarding critical issues of concern to the agency.

Brown Jr., Edward H.  Budget Approval Raises the Bar for Students. An analytical commentary that successfully advocated for voter approval of a revised school budget for the 2004-05.  Published in the June 16, 2004 edition of the Times Union and then cited by the paper in their Sunday, June 20, 2004 editorial that endorsed the adoption of the revised Albany School District budget for the 2004-05 academic year. The revised budget received voter approval.

Published in the June 13, 2006 edition of the Times Union. TU endorsed the revised budget the following Saturday (6/17/06). The revised budget won voter approval, by 492 votes, on June 20, 2006.
