<description>&lt;p&gt;I don&apos;t know - if the city can invoke &quot;ancient maritime law&quot; to cap lawsuits from the victims and their families, I don&apos;t see why another party can use those same laws against the city.

I don&apos;t think they have a case anyway.&lt;/p&gt;</description>
