"inert ordinance" should be spelled "inert ordnance". Ordnance is Military materiel, such as weapons, ammunition, combat vehicles, and equipment, according to Dictionary.com

This is standard procedure for transporting missiles (including nuclear ones) from location to location. It's either trucks or trains. When the interstate system was originally built starting in the Fifties, it was designed so that trucks carrying missiles could clear all the underpasses. I believe that the drivers are also armed to the teeth in case someone tries to hijack their cargo.
