<description>&lt;p&gt;At the risk of anecdotalizing, a friend with a legitimate clean-air claim was denied FEMA help after 9/11.  Her apartment near Houston St. stank constantly from who knows what toxic compounds, and she was told she&apos;d be reimbursed for an air purifier.  So she bought a good one . . .and then was told she lived too far away to qualify and so no reimbursement and no help.

I&apos;ve no doubt plenty of fraud occurred, but I wonder how many legitimate claims were denied.  The whole mess just points to big big holes in this supposed safety net.&lt;/p&gt;</description>
