If you're sure "dozens of rats" are in there, pack in the rat poison. Follow by stuffing the openings in the bottom with steel wool.

My goodness. And Gothamist calls itself a fan of Kevin Walsh's Forgotten NY site. A quick check there shows it's a Wildebeest. It'd be much too small for a useful subway vent. That's what the big sidewalk gratings are for.

From the photos provided, I believe it to be an air intake for the subway system. That would also explain the rat problem. Though I could be wrong any one concur?
