Why don't they just make it a plaza and pave it with bricks with victims' names already, since that's what it's going to come down to anyway.
Have the Port Authority build the memorial eh? If that's the case than I'll be excited to go to it's opening, which will likely be sometime in the year 2043 at thier construction pace.
Why not have the MTA do it? That way the victims families won't be able to complain because they'll all have died of old age by the time it's finished.
