It is illegal for people with NYS learner's permits to drive after sundown. 2. It is also mandatory that a learner's permit driver have a fully licensed driver in the vehicle. That seems not to have been the case here. 3. I don't care what time it was -- how can you make 75 on the FDR Drive?
