My source tells me this is '92 or '93 and pointed out that Tupac's "still rockin' the haircut from the movie Juice," which came out in '92.
I'd have to agree, for similar reasons and also because of the Cirque du Soleil signs on the construction walls that imply a recent opening. Additionally, the cars seem like late 1980's vehicles and Tupac's lyrics clearly indicate that he is just on the verge of making it really big - about the time he broke from Digital Underground and did Juice.
On second thought, I am going to guess around 1990-1991. He would have probably been in town to film "Juice."
