<description>&lt;p&gt;I don&apos;t see how the MTA has the high ground here. 

This is the offer they made.  As far as I know, an hourglass wasn&apos;t turned over when they made it, with the offer to be rescinded once the sands had run out.

Why should it matter if it took the union two votes to get approval?  That&apos;s something that&apos;s procedural on their end; shouldn&apos;t be any of TA&apos;s bidness.

Truth is, the MTA took some flack for what they offered and now they&apos;re using what is barely a technicality to get out of it.

They are welshers.  Irrespective of what one thinks about the TWU, the MTA has demonstrated that it has no honor.&lt;/p&gt;</description>

The union is in a bad position and they know it. 

Take off a few incentives as punishment for wasting everybody’s time.
