<description>&lt;p&gt;This article seems to suggest that the Compstat type of tracking has been in the incubator since 1996 (which, incidentally is when child welfare records were first computerized).  ACS has focused a lot of its attention on streamlining its relationships with contract agencies--hopefully it is now turning its attenion more to the children in question.&lt;/p&gt;</description>
