Isn't "flashing" different than "public masturbation"? On Sunday night at around 9pm, I was riding the N train towards Brooklyn and a man pulled out his penis and just started peeing on the floor of the train while he sat there. The pee started trickling down the floor of the subway car towards me and a few other passengers. We made groans of disgust and then ran out at the next stop. Ick.
