National Anti-Terror Funding to Get Re-Ruled

The NY Times reports that the Department of Homeland Security will announce new rules for anti-terror funding to cities today. While it's unclear what effect the new rules will have on NYC, the Times writes the where the $800 million in aid will go will be "based less on politics and more on assessments of where terrorists are likely to strike and potentially cause the greatest damage." What? Aid for cities that might be bigger terror targets? This is unpossible! It's only taken the federal government to figure this out, oh, almost a year and a half after September 11 and almost 12 years after the 1993 World Trade Center bombing? While NYC's share of the anti-terror pie has increased recently, the ol' boy network at Congress still tends to rule. Stay tuned.
