Bloomberg's not making any sense (unless you read his actions with a cynical eye) but if he's had a change of heart, and is going to use his landslide election win to fight the good fight I won't complain.

The focus on children seems strange. Does the court mean to imply that elderly people, past their childbearing years, should not get married? What about heterosexual couples who have no intention of having kids?
